Japan, staunchly opposing this decision, opts for a path of self-imposed isolation from the international community, retreating into a high-tech seclusion while continuing limited trade.

A decade later, the American tech enforcement agency SWORD begins to suspect that Japan has secretly advanced its robotic capabilities despite the ban, utilizing the clandestine RACE network for covert operations. To investigate these unsettling claims, SWORD deploys a specialized team of agents, including the seasoned operative Vexille.
