In the bustling Kameari district of Tokyo, a nefarious billionaire named Shinatora has left his mark with a series of unsightly constructions that threaten the community’s spirit. Enter Benten, a self-proclaimed explosives expert determined to dismantle Shinatora's empire piece by piece. His latest target: Shinatora's colossal amusement park, Shinatora World. As chaos looms, the local police team up with the FBI, bringing in bomb disposal specialist Lisa Hoshino and her quirky robot assistant, Dandy, to assist in the crisis.

Reluctantly paired with Lisa, the brash officer Ryotsu finds himself in a race against time to prevent disaster. When they discover a menacing Soviet-era rocket armed with a devastating bomb at the amusement park, the stakes rise dramatically. With the clock ticking, Ryotsu must navigate a web of mystery and danger, all while unraveling Benten's motives and ensuring the safety of the Kameari community.
