At Rikkyouin High School, an annual lottery sets the stage for a unique twist on student governance, where the fate of the upcoming Student Council is decided by chance. On the very first day of the new school year, Chihiro Enomoto finds himself unexpectedly elected as president, while his childhood friend, Tokino Akiyama, secures the role of vice-president. However, their excitement is tempered by a stringent requirement: both must successfully complete a year-long apprenticeship under the current Student Council.

As they navigate the challenges and responsibilities of their new roles, Chihiro and Tokino must prove their capabilities or face expulsion.
