Inspectors Arata Shindou and Mikhail Kei Ignatov close in on a far-reaching conspiracy as Japan’s Sybil System—the nation’s definitive arbiter of human character—shows signs of being compromised. That tension erupts when Bifrost agent Kouichi Azusawa seizes the Criminal Investigation Department headquarters, taking Shindou and the staff inside hostage. With the building occupied and Azusawa pressing his demands—including the resignation of Tokyo Governor Karina Komiya—Chief Mika Shimotsuki, the CID Unit 01 supervisor, and former members Shinya Kougami and Nobuchika Ginoza are forced into a high-stakes effort to retake the facility and bring everyone out alive.

As the standoff unfolds, a deeper scheme moves behind the scenes, pushing Shindou to face Azusawa while also confronting his own past. The case draws him and Ignatov toward answers to a long-standing mystery that has followed them for years.
