Synopsis
A vehicle driven by counselor Izumi Yasaka is reported out of control on its way to the Public Safety Bureau—only to crash into the building. Izumi had recently fled her post at Sanctuary, a facility that isolates and rehabilitates latent criminals, making her capture an urgent matter for the Bureau.
Before Inspectors Mika Shimotsuki and Akane Tsunemori can properly question her, Sanctuary issues an immediate demand for Izumi’s return. Treating it as an order from Sanctuary’s leadership, the Inspectors comply, but insist on escorting her back themselves, with Tsunemori continuing to dig into the incident from the Bureau. For Shimotsuki, it’s the chance to lead a major investigation at last—one that draws her and her Enforcers into Sanctuary’s hidden side.
