Those memories center on Operation Foot Stamp, a top-secret strike against the Southeast Asian Union that unraveled on the ground. Sugou’s First Guardian drone unit was deployed to provide air support, tasked with delivering emergency supplies and then withdrawing—orders he followed despite his misgivings, leaving fellow soldiers behind. The mission ended in heavy casualties, including the death of his commanding officer, Itsuki Ootomo—until, three months later, Ootomo appears on security footage connected to a massacre at the Ministry of Defence. With Ootomo now treated as a terrorism suspect, Sugou joins Enforcer Tomomi Masaoka and CID Division 01 in a tense pursuit that forces him to confront what really happened.
