Psycho-Pass: Sinners of the System Case.3 - On the Other Side of Love and Hate

Shinya Kougami keeps moving through the Southeast Asian Union, staying far from Japan and the watchful reach of the Sibyl System. In the Tibet–Himalayan Alliance Kingdom, he crosses paths with Guillermo Garcia, a paramilitary commander trying to bring the region’s fractured factions together and end the conflict. Unwilling to sign on with another armed outfit, Kougami refuses recruitment, but accepts a ride toward the nearby Tibetan capital with one of Garcia’s men.

His attempt to remain a bystander collapses when a bus carrying refugees is attacked by guerrillas. In the aftermath, Kougami meets Tenzing Wangchuck, a half-Japanese, half-Tibetan girl who witnesses his skill in battle and asks him to teach her to fight so she can take revenge on the warlord who killed her family. Kougami understands what it means to cross the line into taking a life—and hesitates—yet her rage echoes something he recognizes in himself, forcing him to confront whether he can turn her away.
