In 2025, five years after the Tokyo Olympic Games were abandoned in the wake of lethal terrorist attacks, the former Olympic grounds on Tokyo Bay have been converted into a United Nations–run international school. Among its students are seven teenagers with extraordinary abilities, known as “Flowers.”

Behind their carefully maintained student lives, the Flowers operate as agents for a UN-controlled intelligence group, tasked with eliminating other gifted teens like themselves. With see-through “choice” enforced by family members held hostage, every assignment must be carried out flawlessly—because failure means death for them and for the people they care about. Under the Dog follows their fight against a merciless destiny, and the fragile hope they cling to even when the odds turn grim.
