Tokyo 24th Ward

Built on Tokyo Bay, the 24th Ward is a special district where residents live under the protection of Hazard Cast, a surveillance network designed to anticipate accidents and dispatch aid at once. Yet even with its predictions, Hazard Cast can’t pinpoint exactly what will happen—or stop tragedy from occurring.

Ran Akagi, Kouki Suidou, and Shuuta Aoi—childhood friends known as “RGB” for their hair colors—learned that firsthand when Asami, Kouki’s sister, died in a high school fire. A year later, their lives have split in different directions: Shuuta remains haunted by his failure to save her, Ran chases recognition as a street artist, and Kouki serves on the Hazard Cast intervention team. When they reunite at a memorial for the fire’s victims, each receives an unsettling call that seems to carry Asami’s voice, showing them glimpses of what’s to come and forcing a choice between two bleak outcomes—drawing the trio into escalating dilemmas that threaten the 24th Ward and everyone in it.
