In an alternate post–World War II Japan under foreign occupation, unrest simmers into terrorism across a battered nation. During a failed operation to stop an underground weapons transfer, Constable Kazuki Fuse of an elite counter-terror unit witnesses a teenage courier’s desperate suicide bombing—an event that leaves Tokyo scarred and Fuse himself shaken. With his judgment questioned and trauma mounting, he’s sent back to the military academy for re-evaluation.

What follows draws Fuse into a tightening struggle of hidden agendas and state power, where conspiracies within the government threaten to reshape the country’s future.
