In 1931 Shanghai, the aftershocks of the First World War are already taking shape again—quiet schemes and rival agendas threading through a city where information is currency and betrayal is routine. With the world edging toward a new era of conflict years before the United States enters World War II, conspiracies spread fast and deep, pulling nations toward catastrophe.
