In 2019, an uprising in the United States sparks a chain of events that culminates in a global nuclear war and a catastrophe known as “The Maelström,” leaving humanity devastated. Fifty years later, the World Health Organization has steadily absorbed political authority worldwide and rebuilt society around the promise of well-being: people are treated as public resources, and advances in medicine, nanotechnology, and augmented reality are used to enforce a life devoted to health.

In Japan, high schooler Miach Mihie feels crushed by a culture of relentless “kindness” and rejects what she sees as a dehumanizing system—especially before the WatchMe health implant activates on her 18th birthday. She forms a suicide pact with friends Tuan Kirie and Cian Reikadou, but Cian backs out, and the attempt ends with Miach declared dead while Tuan survives.

Thirteen years later, Tuan has become a senior inspector for Helix, a WHO-linked organization tasked with monitoring military conflicts. After her drug smuggling in the Niger warzone is uncovered by fellow inspector Oscar Stauffenberg, she’s sent back to Japan—only to arrive on the day thousands of people take their own lives at once. Assigned to the case, Tuan must trace the cause of the mass suicides and identify the group responsible.
